I can enable USB tethering only when device is connected to the Internet
via Wi-Fi. When Wi-Fi is turned off and I'm trying to enable tethering,
it asks me to insert SIM-card. Also, I can disable Wi-Fi after tethering
is on and interface usb0 stays up.
Anyway it helped in my case. Thank you!
