There are no way to recover your device. But I found some link. It might be work with you, I haven't tried. This is not the official answer from Samsung. You can try with your own risk.

Hi to all. I hope someone can help me.. I tried to update the System Image found on download.tizen.org, but I error the file and flashed an old file "Tizen_System_20120913_1.tar" and not "Tizen_RD-PQ_System_20130423_1.tar" . Now the device don't start and don't go to download mode.. Please help me :(
I wrong when I input the test and I wrote the old file system :(
