Using the tizen-toys (unofficial development tool for Tizen) is probably the 
best/easiest/quickest method at this point:

Not necessarily, two options that come to my mind:
1. You use the --noinit option [1] but that only works if you're building a 
single package, it won't work if you want to build multiple plackages at once.
2. You can set the url to point at a local folder on your machine; e.g. url = 
/path/to/local/repos
Note that you need to download the RPM repositories for this, which is 
something completely different than the git repos hosting the source code that 
you've downloaded in step 1.

Yes, you can download all RPMs for your target version and set-up a local 
webserver for your team. This is in fact probably a better option if there will 
be more than one person working on the same stuff. You can wget to download the 
complete repo for a particular version, e.g. 
http://download.tizen.org/releases/milestone/2.0/ivi/latest/repos/
