You are right Cordova is a JavaScript Library. However when you are buiding an application that is using Cordova JavaScript Library (e.g mobile spec on Tizen 2.1, as you may know it is the legacy testing app for Cordova) you need to add a config.xml file with all required settings as API privileges. This is the context of the need to have a correct set for privileges.
