In http://www.tizen.org > My Account > Edit, it says

"A valid e-mail address. All e-mails from Tizen will be sent to this
address. This e-mail address is not made public and will only be used if
you wish to receive a new password or wish to receive certain news or
notifications by e-mail. E-mail can not be changed after the account is
validated."

Thus if the email account be deactivated, the user won't be able to recover
the password.
So would not be better allow changing the registered email?
