Probably you might add one more repo in your ks file to retry it, http://download.tizen.org/snapshots/2.1/common/latest/repos/tizen-main/armv7l/packages I found there is wlandrv-plugin-tizen2.1-bcm4330-TRATS-1.0.4-1.armv7l.rpm in this repo.
