No, as far as I know Tizen 2.2.1 images for RD-210 are not available.
The support of RD-210 was dropped in Tizen 2.2. The latest available
version for RD-210 is 2.1:

Hi All,
In a private conversation Tomasz gave me hints and the problem with
the hardware back button was solved. I had forgotten to flash the
system image for Tizen 2.2.1 :) After flashing it everything is OK
and the hw buttons are working as expected.
To avoid mistakes in future I have described the Tizen 2.2.1
installation process for RD-PQ at the wiki:

It's recommended way. Remove opengl-es-virtual-drv and install
