Exactly but most people don't even know that IVI is PC-compatible;
Tizen PC = Tizen IVI + Enlightenment UI + Intel XDK would be a good (and very 
simple) start :)

We're focused at this time on general Tizen 3.0 development, and so
the remainder time to for any generic PC work is somewhat limited, and
it's not the highest priority at this moment.
