There is an API change scheme which is described here: https://wiki.tizen.org/wiki/API_Change_Request_Review_Process I'll save you the trouble of checking and observe that tsg-arch-api mailing list has been silent since April (except for a couple of spam messages), which should provide partial answer to the second question.
