I think I can understand Barry's needs,
Anyway let me try a couple of tracks that could match your needs,
and could be part of Tizen community.

First identify a hardware platform that is open enough to host Tizen,

If you're not looking for a phone that fit in your pocket have a look at :

If you want something to be used at phone, I would suggest to look at
http://neo900.org ,
it's an openmoko's offspring  (raster knows it much more than me)
and then try to port Tizen codebase to it ...
double check about GPU support if you care about Tizen webapps.

Other GNU/Linux phones w/ open mode can be considered too.
I've been a hardcore MeeGo/Harmattan user for years,
other systems are still using those devices
and there are ongoing effort to upstream kernel,
so Tizen could be a good candidate, if you want to boot the full opensource
OS
on those orphaned devices, but still available on 2d hand market.

They could be others open GNU/Linux mobiles to be considered ? are there ?
tell me !  tell me ?

Finally, as suggested use an android phone and make it a tizendroidstein
monster...
some already showed proof of concepts,
I can provide you more resources if you really care.

Anyway this is not a single man job, but a huge community effort,
so one last hint, try to sort out what are your most important priorities
and find or support the project that tries to address i and never give up.
