There's stuff being built, a recent example is here:

No experience trying this.  There's a wiki page that talks about the concept, 
but it shows signs of being considerably out of date, so not sure how well it 
applies. Hopefully someone else here is more expert.

In the past I have used QEMU with YAGL emulator for running Tizen 3, profiles Common and IVI. The instructions for building the emulator from scratch are still available at the wiki:
