We've worked for various recruitment companies over the years and Solr can certainly do what you need. Here's some links in case they help:

Searching for single/multiple words or sentences and Boolean search are core capabilities of Solr. Bear in mind that resumes are at best semi-structured documents, and it's often hard to separate content that refers to recent skills and experience from older content e.g. college courses or jobs. This is borne out by the general innaccuracy of automatic recruitment search systems, who often try to recruit me based on skills I forgot many years ago :)
