Means it cannot find libpq-fe.h because of the wierd places it can be
found and the wierd place it looks.
Someone else, I see has given you the magic --wth-blah to do it.

Strictly speaking the configure script is precisely for this sort of
thing, but it is a bit fiddly to do.
