Aha, looking at the search.htm that comes with mnogosearch package I see that the
search.htm-dist that comes with the PHP package is just missing the lines
#Uncomment for Phrase
#Phrase yes
When I inserted Phrase Yes into the search.htm it seems to be working..

Incidentally the same search takes a little more than twice as long using search.cgi
vs.
search.php. Go PHP!
