Multiple databases will solve this. However I realize it is not
very convenient.

We already have a plan to implement such possibility 
to automaticaly add url and/or tag limits based on external
things, for example SERVER_NAME environment variable. 
Search administator will be able to configure engine to use 
the only one database and to have the only one search.cgi 
and search.htm. At the search
time search.cgi we'll check how it is executed and add 
those limits according rules described in search template.
