+1 on the plan/idea in general.
We may also add a sort of general "owner" per list, someone who'd ping
the relevant mailing list to call for subjects twice a week, remind
people the IRC hour exist and advertize the subject if there's one. All
of this just to make sure these irc hours are adequately bootstrapped at
the beginning and don't just simply fade away with time.

+ The person proposing the topic is responsible for being the
facilitator/host of the session (or finding a facilitator).
+ The person proposing the topic is responsible for choosing the
channel and broadcasting the notice.
+ We should use an #osaf channel (logged) as a space for cross-project
discussions (not just scheduled sessions, but in general).
Thoughts?
btw: Please respond to [EMAIL PROTECTED] I wasn't sure that
everyone was subscribed and spammed the other lists, but it would be
good to move all discussions like this to general.
