I think adding a link from the DownloadChandlerServer page is a good idea. But I'm not sure which link to point people to:

Which document are you referring to when you say 'guide/document for people administering their own Chandler Server?

I found a number of different Chandler Server related guides/manuals and had a few questions.

Is this document up to date? Who is the intended audience?

I'm not sure I understand this question.

+ On CosmoHome, there was a list of releases along with the dates those releases happened. There is a similar but shorter list in the Planning area -- I would like to put the whole list, including dates on the Planning Area.
