I messed around with it for a bit, and hopefully came up with what you 
had in mind:

The timelineConfig is an object that holds a timelineConstructor 
function, which Exhibit calls to create the Timeline.  The parts of 
interest are the SpanHighlightDecorator objects, which define 
highlighted parts of the bands.  You'll probably want to edit the ones I 
added (the dates are reasonably accurate :) ), and add the rest of them. 
  The relevant code starts like:

     for (var i = 0; i < bandInfos.length; i++) {
         bandInfos[i].decorators = [
             new Timeline.SpanHighlightDecorator({
                 startDate:  new Date(1750, 0, 1),
                 endDate:    new Date(1810, 0, 1),
                 startLabel: "",
                 endLabel:   "",
                 color:      "#FF9000",
                 opacity:    25,
                 theme:      theme
             }),
             new Timeline.SpanHighlightDecorator({
                 ...
             })
         ];
     }
