Hi Victoria,
Some other people have reported problem accessing that link. I think
they were behind firewalls. Other people have not had any problem
accessing that same link. In any case, you can also get that file from here:

Does Google Maps (maps.google.com) itself work for you on your IE
browser? Could you try using Firefox instead of IE? I have tried the
same page on IE on my Windows XP machine and it works fine.
