You can also specify Timeline to use ISO 8601 format

    <data date-time-format="iso8601">
       <event start="2008-01-26T17:44:02+05:00"...>...</event>
       ...
    </data>

The timeline itself can be configured to show times at some specific 
timezone. In the JFK example,
    http://simile.mit.edu/timeline/examples/jfk/jfk.html
note
    timeZone: -6,
in the source code.
