TLP Progress - project mailing lists

Infrastructure have set up our new general and private lists - Thanks 
Infrastructure!

Our new TLP site is up at http://turbine.apache.org/ - I will look at 
getting the Jakarta site updated in the next few days.

There was an old list called tdk-dev that was also migrated.  I have 
just sent a message to that list indicating that it will be closed down 
and have asked infra to do so.
