However, I'd like to take care of the incubation stage of the native community. Because, it requires very hard works to start communities, if no seed is available. I hope to reduce the barrier for non-English people.

Then the Apache Axis doesn't have a native community in Japan. But, I think many Japanese are interested in Web Services technology. Thus, I've already made Japanized contents of the Axis whole site.

one person you might like to contact is Tetsuya Kitahata (tetsuya at apache dot org). he does a quite lot of maintenance for the jakarta (english) website as well as running a japanese translation site.
