(Note: it doesn't seem possible in JIRA to rename the project "keys"
(i.e. the unique project IDs used to form issue IDs and issue URLs),
but I think I can live with keeping APOLLO and HERMES as the keys
for the WSRF and Pubscribe projects
Yep. we can't change that.
b) change notification schemes to use new dev list addresses once the
new dev lists are set up

a) update to point to new SVN dirs
b) update to send failure notifications to new mailing list addresses
