It is ok to check it into Apache IFF the copyright holder has granted us a
license to use the copyrighted material, under the Apache license
(preferred) or a compatible license.
Does the spec grant a license to the XSDs as well? If not we'll have to go
thru the pain of getting the license properly.

1. Is it ok to check these files in on an Apache project?
2. Is is ok to redistribute them?
This issue must have come up before, but I could not find anything on
our site. However if you know where I can read up more about this I'd
love to hear from you.
