Hmmm - mightn't that be partly because those companies all have marketing
departments that want them to have these little logos for their products?
And doesn't Sun charge a licensing fee and require legal contracts to sign
up for these programs?

(Actually, I wonder if someone in Sun would want to increase their
licensees and would actively help out any leading open source project that
wanted to sign up...)
