I prefer 3v1. How about framesets to avoid "complex tables"? The TOC could be in the left panel and the title bar in a horizontal panel on top, and could be set up so the TOC and title never scroll out of view. Also simplifies printing the body without wasting space taken up by the TOC and title bar. This would require modifying external links to include target=" _top", but we should be able to handle that in a stylesheet. -- Don Leslie
