How about allowing sub-projects to have their own news.xml file (or
whatever you want to call it), and have the build script automatically
merge the news sorted by date? That's what I did for take23.org (though
it's real-time, not offline built) and it seems to work really well,
albeit the sub-projects are "articles" and "headlines" etc.
