Are we going to link PMC members to sub-projects?
If so - should the 2/3rds majority be for the
sub-project active committers rather than the
entire xml.apache.org when it comes to voting
them in/out? (Might make the administration
easier and ensure fair representation of each
sub-project.)
Or is that over-complicating things?
