The PMC as a whole must agree that the requirements have been met.  I am
there on behalf of the foundation and the PMC to help the project meet the
exit criteria -- if they want to exit before I feel they are ready, I will
say so, but ultimately the PMC must agree that the criteria have been met.

The chair is mostly a leader among equals.   Their vote doesn't count more
than anyone else, and they don't have the power to override the charter.
