Apologies for taking so long on this - I was waiting to see how the XMLBeans vote went.

The only comments over the month or so to the new version of the
charter have been around pulling non-governance content out.

I was toying with this, and I think it has the potential to turn into a
reasonable amount of work as we try to work out what goes where and how.

So my proposal is that we take an evolutionary approach.

Lets vote on the charter as it currently stands

Then maybe myself and any others that are interested look at migrating
the charter into a more governance style charter with links into other
documents that cover specific issues.

We need a unanimous vote, so I'm not going to put an end date, but will chase people after 10/8 if need be. If we get to a point where I simply cannot contact people then we can discuss. Of course if I get a -1, then back to square 1.
