Of the PMC members, I have the following tally :
Voted +1 : 21 Resigned during vote : 1 Did Note Vote : 1
Given we got no -1 votes, I am going to record this as passed. Therefore, xml.apache.org now has a new version of the charter :

NOTE : Our charter (both new and at time of the vote) requires a unanimous vote by all PMC members. I have chased our one remaining PMC person 3 times over the past 4 weeks with no luck. As someone else put it, I think common-sense needs to prevail :>.
Given this is not strictly by the book (as the vote was not by all members), I'll leave this for a week to allow people to object to this course of action. If there are objections by the end of the week (31/8), I will tag this version in the CVS as the currently approved charter and update the web site.
