If your concern is that there should be a standard XML form of the data currently represented in ASCII or binary, then you are looking at defining an industry-specific XML vocabulary. Such activities have a more natural home at OASIS. Their subsidiary XML.org attempts to catalog industry-specific XML vocabularies.
