the definitive home for the project seems now to be at

which is *much* more up-to-date than the other location.
Dear General (or perhaps that should just be "Sir!"),
http://xmlgraphics.apache.org/batik/install.html#optionalComponents
points the reader at http://dev.scriptics.com/software/java/
for jacl and tclblend. This currently isn't working (there is a
possibly true claim that the site is being remodelled: the page is
unfortunately dated as of the time it was served, so I can't tell
how old it is really).
The official home for both is http://tcljava.sourceforge.net/, and
although that currently seems a little unhappy too, the download
mirrors are alive and well (though not apparently updated for
several years).
