I've got a win98 machine on my network at home which can quite happily use
its ethernet card at the same time as dialup (it runs as a proxy to let the
whole network use the internet)

Exactly.you are using your win98 machine as an ICS (Internet Connection
Server).win98 Internet connection sharing operates as a sort of routing
system,using NAT (Network Address Translation).It obtains one IP address
from your ISP, acts as a gateway (and optionally DHCP server) to your LAN,
which uses a different address space and adaptor.

I suspect that the amiga appp device does not support IP forwarding, and
thus cannot act as a gateway between networks(LAN and Internet).
