Hello,
The files in downloads are uncompressed - wiggle format, fixed, step = 1. This 
can be determined by the file header line:
fixedStep chrom=chr1_random start=97 step=1
0.000
0.001
0.001
0.001
0.000

The files in the browser are compressed. Wiggle files, including compression, 
is described here:
http://genome.ucsc.edu/goldenPath/help/wiggle.html
