I've tried the examples you list about sharing custom tracks by putting them on a publicly-available anonymous ftp server and then setting the url in the hgCustom text box. For basic .bed files it works, but it breaks for the bigWig file example.
I tried transferring the myBigWig.bw file as both binary and ascii, but both broke the browser. The example works when I put it on a web server, so the concept works. Any ideas?
