Since my Firefox browser always works on your site, no matter what page I go to, and our cgi never works on your site, I think your server is not allowing us service.
Perhaps it is filtering out http requests which do not contain what it wants to allow. In any case, your http server is ignoring us, and there's little that we can do about it. If you store your data on another server, it might work. Perhaps you could ask your webserver administrators what kind of requests they are allowing/denying.
