I have no problem downloading human (hg19) snp annotation here: http://hgdownload.cse.ucsc.edu/goldenPath/hg19/database/snp130.txt.gz
Currently I am looking for the same annotation file for human but for different populations (e.g. African, Caucasian, Asian etc).
