Hello,

A file in this format can be created from the Table browser. 

Once in the Table browser tool, set the form for clade, genome, assembly, group 
= Gene and Gene Pred, track as either UCSC Genes or RefSeq Genes (RefSeq is a 
subset of UCSC Genes). Leave the default table. Then in output, select GTF 
format. Name and download the result.
