Hello Alan,

The tracks for the Human Feb. 2009 (GRCh37/hg19) assembly are still 
under development. At this time, there is no estimate for when the track 
TFBS would be created. You might consider using liftOver to map the data 
from hg18->hg19. This answer from yesterday discusses liftOver (for a 
different question) but has all of the basics for using the utility.
