For #1, No, this is not possible currently. I will pass on the 
suggestion to the development team. Meanwhile, you can download the BLAT 
source and use locally if you have the resource.

For #2, There are no plans to include plant genomes at UCSC. However, 
there are some plant genome project that incorporate a UCSC Browser 
mirror. Another option is to create a browser locally and create your 
own assembly using public data.
