Hello Josh, Rsync is functioning on the hgdownload.cse.ucsc.edu server, so the problem could be with the connection from your end (as you suggest) or possibly your query (the target file set is very large).
Are you able to perform an actual rsync of the data files themselves? Have you been accessing the server by a script frequently (usage is tracked and overuse is blocked by IP)?
