Hello Craig,
You can turn on those displays inside the track controls of the 
Conservation track.

The track controls can be reached by clicking the mini-button next to 
the track in the display, or by clicking the track name in the track 
selection area.

At the top of the track controls page you will find four options:
Multiz Alignments
Basewise Conservation (phyloP)
Element Conservation (phastCons)
Conserved Elements

that can be individually set to hide, dense, squish, pack, and full. 
These will allow to display those features as well.
Clicking into these will allow you to configure them further.

dbSNP 131 is being worked on, but we do not have a specific date for 
release yet.
