Hello Alan, You are correct, this liftOver file is available on the test server. However, it has not yet been published to the main browser server at http://genome.ucsc.edu.
A request to test/publish the data both to the main server's web liftOver utility and to the downloads server's file system has been made. Please check back and if you do not see the data published in a week or so, feel free to write back to our mailing list for an update.
