Hello Shobha,
 You are correct; in those cases, there is a one base UTR. You should 
keep in mind that the UCSC Genes are based on Genbank mRNA data, and 
many projects focusing on mRNA focus primarily on the CDS, so UTRs are 
not consistently thoroughly sequenced.
