To get the index.html and other html files, please use the rsync command:
rsync -avzP rsync://hgdownload.cse.ucsc.edu/htdocs/ $WEBROOT/

We build a UCSC mirror site and we use ftp to get all data from
hgdownload.cse.ucsc.edu. Now we have got all data finish, but we can't open the
web because of no index.html in DocumentRoot of web server. Can you give us any
recommendation or help. Thank you.
