Are you still having problems today? We are unable to duplicate any 
problems at the main UCSC web site yesterday or today: 
http://genome.ucsc.edu/

If you are using a mirror, it would be best to contact them directly to 
see if there are/were problems at their site.

One final possibility is that you encountered a block that can be 
triggered by over-use by a program. The block will decay over a short 
period of time. Please see our usage FAQ to see if might be the case:
http://genome.ucsc.edu/FAQ/FAQdownloads.html#download2

Please feel free to contact the mailing list again if the problem is 
persistent and none of these seem to apply, and we can dig in with a bit 
more detail,
