Hello Yael, The list of refGene accessions for all builds of all assemblies is updated nightly with any new RefSeq Gene entries from GenBank.
To generate the "RefSeq Genes" tracks, we align RefSeq sequences obtained from GenBank to all builds using BLAT. So, an entry referring to the same RefSeq gene will often be present in the refGene tables of different builds, but the alignment information (such as chrom, strand, and coordinates) will usually be different between builds.
