Try looking in this file:
http://hgdownload.cse.ucsc.edu/goldenPath/hg18/database/snp129.txt.gz

Or using the Table Browser.  This table is under the group "Variation 
and Repeats" and is called "snp129".  User's guide is here:
http://genome.ucsc.edu/goldenPath/help/hgTablesHelp.html
