The binning scheme has been expanded since then to allow the top
level bin to accommodate a region size of 4 gigabases.  The smallest
bin at the bottom accounts for a region size of 128 kilobases.

The bin is a simple calculation give the start,end coordinates
of an item.  See also, the test script in the kent source tree:
